State treasuries and bounties

Each state tracks what it earned for the nation, and unclaimed land builds a bounty.

Every state shows its State Treasury Generated: the lifetime creator rewards of every token launched in it. It is the state’s contribution to the national fund.

When a state has no sworn Governor, its share for that snapshot isn’t lost. It builds that state’s bounty.

No Governor:   bounty ← bounty + one snapshot share
Cap:           7 days of the state’s share (overflow → National Reserve)
With Governor: each snapshot also pays out min(bounty, one snapshot share)

Taking an abandoned state pays double until its bounty is drained. Empty land is worth claiming.
